中文摘要应急资源调配是应急决策和应急响应的重要内容。为解决多个事故的同时存在时应急救援中资源调配问题,设计了一种改进的基于偏好序的效用函数,用以刻画各事故得到救援的及时性和有效性。将多事故资源调配问题描述为完全信息非合作博弈过程,利用G am b it软件,求解该博弈过程的N ash均衡,得到资源分配方案。综合了考虑事故严重程度、响应时间、救援可靠性等多个优化目标和影响因素。结果表明:该方法能合理有效地解决多事故点的应急资源调配问题,为应急辅助决策提供必要的支持。; Resource allocation is an important issue in emergency decision making and management.A utility function with a preference-order was used to describe the efficiency of emergency response and rescue to determine resource allocation when multiple emergencies occur simultaneously.The problem was formulated as a non-cooperative complete information game with the solution given by calculating the Nash equilibrium using the open source software Gambit.Multiple objects, such as accident severity,response time,and rescue reliability were considered.The results show that the model effectively optimizes resource allocation during multiple emergencies for emergency decision making support.
