中文摘要	2006年2月21日国务院颁布了《取水许可和水资源费征收管理条例》,给水利事业的发展带来了重大机遇;正确认识水资源费的性质和用途,对于深刻认识和贯彻落实《条例》、加快水利投融资体制改革、稳定水资源节约、保护和管理的资金来源,推进节水型社会建设都具有十分重要的意义。在深刻剖析水资源费性质的基础上,探讨了新时期我国水资源费的用途,并提出了规范征收和高效利用水资源费的对策与建议。; Regulations on Management of Water Abstraction Licenses and Water Resources Charges promulgated by the State Council on February 21,2006 provide an opportunity for water development.To make a good understanding of its character and purpose of its use is of great significance to the implementation of the Regulations,speeding up of reform of financial system,promoting conservation,protection and management of water resources as well as establishment of water-saving society.How to use water resources fees is discussed on the basis of analyzing the character of water resources fees.Recommendations are made on how to regulate its collection and high-efficient use of water resources fees.
