中文摘要	公共建筑总体节能潜力大,但长期以来一直难以实现有效的推动。本文从节能的内在动因入手,基于大量案例进行调查分析并对典型案例进行研究,发现提升业主节能意识、使物业的用能调控权和节能绩效一致是节能的内在推动力,在此基础上辅以有效的节能技术、灵活的资金渠道和合作模式以及财税政策支持等外部推动措施,方可良性促动节能落到实处。; Though there is great capacity of energy-saving for public buildings,saving enterprise cannot be pushed forward effectively.In this paper,starting from the intrinsic factors of promoting energy-saving,the research work was carried out based on the investigation.It was found that the intrinsic driving forces for energy-saving included promoting the consciousness of building owners and scaling up the income of the property management corresponding with the energy consumption that controlled by the property management.On the basis of above study,with extrinsic promote measures,such as effective energy-saving technologies,sufficient funds and fiscal policies,the energy-saving work could be effectively realized.
