中文摘要	上世纪90年代以来,国家创新系统(NIS)作为分析国家层面技术创新的框架,受到了国际学术界的普遍关注。然而迄今为止,学术界对国家创新系统的认识还存在较多争议,尤其是对发展中国家创新系统的研究还很不完善。本文试图从经济学的视角来解释国家创新系统演变的内在机理,以及政府政策和国际环境对于国家创新系统转变的影响。分析发现,影响“创新供给”的因素和影响“创新需求”的因素,都会作用于一国创新系统的变化,最终是一国的科技及经济发展水平决定一国创新系统的特征。; Ever since 1990s, National Innovation System, a framework for technology evolution analysis on national level has been pervasively focused by researchers. Nevertheless, up to now, there remain many controversies about recognition of NIS, particularly concerning with innovation system transition issues in developing countries. This paper commences with analysis on NIS differences across countries, then from economic perspective, re-illustrates internal transition mechanism of NIS and investigates effects of external interference and government intervention on NIS transition. Results show that, factors affecting "innovation supply" and "innovation demand" will impact on NIS evolution, ultimately features of NIS depend on national development levels of economy, science and technology.; 2006年国家软科学项目《我国国家创新系统转变研究》。
