中文摘要	要通过启动内需而保增长,就必须有效调整货币政策和财政政策,实行积极的财政政策和适度宽松的货币政策。本文通过多方面分析,指出当前在我国启动内需的宏观经济政策调控中应该更多地注重运用财政政策,慎用货币政策,并就如何更加有效地运用财税政策提出相关建议。; In terms of maintaining China's economic growth by increasing domestic demand, there should be a more effective adjustment in the fiscal and monetary policies, and it is necessary to implement a positive fiscal policy and a relatively-expansionary monetary policy.On the basis of a multi-angle analysis, this paper points out that, in the process of macro adjustment and control over the economic policies for increasing domestic demand, the country should pay more attention to the use of a positive fiscal policy.The relatively-expansionary monetary policy, however, should be prudent to be used.Finally, it gives some suggestions on how to use fiscal and tax policies more effectively.
