| 中文摘要 | 本文用公民权力来界定公民参与。非政府组织作为公民自组织,是公民权力的重要实现途径。文章分析了中国非政府组织在三种公民参与模式中的作用和特性。其中,以选举和人大代表制度为核心的结构性参与的赋权意义最强,但尚处于自组织性薄弱的个体参与阶段;最常见的决策性参与中,倡导性非政府组织在某些领域获得成功但仍未形成普遍的制度性参与途径;新型治理理念下的参与式治理模式,在农村、城市社区、弱势群体自治和政府购买公共服务等方面,形成公民权力新的生长点。文章最后指出中国非政府组织参与的首要障碍是中国传统以"大、小"和"消、长"关系为特征的取舍性权力结构。促进公民有序政治参与首先必须建设共享性权力结构,其基础是政府的公共性。; This article defines citizen participation as civil right.Non-Governmental Orgnizations ( NGOs ) as civil self- organizations,form an important path for civil rights to be realized.The article analyses Chinese NGOs' roles and characteristics in three different citizen participation models.Among them,structural participation with election and People's Congress representative system as its core is most meaningful in empowerment,however it is now only at the stage of weak participation by some specific organizations. With the model of decision-making participation which is most common,the advocacy NGOs are successful in certain areas of work.But in general,an institutional participatory approach is far from being established.The model of participatory governance guided by the new concepts of governance has become a new point of growth for civil rights in term of rural and urban community development, self-governance of disadvantaged communities as well as public service contracts from the government.The article indicates at last that the key obstacle for promoting Chinese NGO participation is the selective power structure featured by traditional relationship of "big" vs. "small" or "diminish" vs. "grow".To enhance orderly political participation by citizens demands firstly the construction of a shared power structure based on the public nature of the government.; 国家社会科学基金资助研究(《非政府组织与公民有序政治参与》,青年项目03CZZ002) |
