中文摘要	改革开放以来,我国的扶贫事业取得了重大成就。目前,多种因素导致我国农村贫困原因复杂化。为了配合政府职能转移战略目标的顺利实现以及探索新的扶贫思路,NGO参与扶贫开始受到重视。由于资金使用较为灵活、试错成本低以及在扶贫点上动员和参与作用较明显,NGO在启蒙农民的公民意识、提供社区公共产品和将农民重新组织化方面能发挥作用。然而,我国NGO相关法律法规处于不断完善之中,扶贫类NGO也尚处于发展初期,因此实现组织的可持续发展成为亟需探讨的课题。文章将一些致力于公共卫生防治、环境保护的NGO也纳入广义的扶贫范畴而加以分析,分别从NGO组织内部的公益宗旨、理事会治理结构、组织目标多元化、人力资源以及组织与外部环境的关系探讨了当前农村社区扶贫类NGO的可持续发展机制的几个问题。; Great achievements have been made in poverty alleviation in China since the reform and opening up. In line with the role switch of government functions and the quest for new poverty alleviation approaches, NGO-participated poverty alleviation has begun receiving attentions. NGOs can play a big role in enlightening peasant' civic consciousness, providing public goods and organizing farmers, thanks to their flexible use of funds, low-cost exception experiments and convincing role of mobilization and participation. The relevant legal framework for NGO is still being developed in China. NGO-participated poverty alleviation is still at the initial stage. It is an imperative topic to research the sustainable development of NGOs. This paper analyzes NGOs working in a broad domain including public health care, environmental protection etc to examine the sustainable growth issues surrounding the poverty alleviation NGO in aspects like their public benefit objectives, management structure, missions, human resources as well as the ulterior environment.
