Urban manager should look beyond reductionism and take full advantage of ICT triggered innovation; integrate the expert system, ICT system and data-information system in the informational city management system; pay attention to the people factor in city management; reinforce synthesis management and coordination functions under the guidance of open complex giant system theory and its methodology. This paper studies the application of meta-synthesis methodology in urban study and urban management. The structure and procedure of urban management meta-synthesis system is proposed.
