中文摘要	公共产品理论在各国公共行政理论和实践中得到了广泛应用,并构成现代行政学基础理论之一。但是,在公共产品理论应用中,人们普遍缺乏对其赖以存在的公共哲学思想的认识。本文通过对公共产品理论产生的社会思想背景、与公共哲学关系,以及对公共产品理论基础的主要公共哲学观点的反思的基础上,对我国公共哲学思想中与公共产品理论相关观点进行分析,并指出如何为公共产品理论在我国的改造、适用,奠定必要的公共哲学思想基础。; The theory of public goods has been widely applied in the theory and practice of public administration all over the world.However,the people are still lack of understanding of public philosophy,which is foundation of public goods theory.In this paper,on the analysis of its social background and its relations with public philosophy,as well as its theoretical source,the authors analyze the Chinese traditional and modern thoughts relating with public goods,and finally point out the routes of constructing the public philosophical foundation for the application of public goods theory in China today.; 国家自然科学基金项目“物业税基的理论创新、关键技术整合和管理流程再造”(编号:70873069); 中国博士后基金项目“物业税制度:税收归宿、税基资本化及地方政府公共服务的研究”(编号:20080430372)
