The author will apply Social Construction of Technology (SCOT) into the analysis of technical standards policy from three perspectives, i.e.institutional perspective,political perspective and technical perspective and integrate different factors which influence the process of standards setting.Policy implications are on the one hand,standardization procedures should be improved;On the other hand,nego- tiation of actors in the process of standards setting should be paid attention to.Furthermore,the relationship between standards and IPR is also an important issue.; 国家自然科学基金(70673053)
