中文摘要	According to the transports enterprise's demand of dynamically dispatching the vehicles distributing in the national scope, the vehicle and cargo monitoring system is designed, which unifies B-S and C-S. The key technologies about the design of data server, the management of connection, the monitoring of the cargos and the replay of the history positions are introduced detailedly. The commercial vehicle and cargo monitoring system is developed. The application of the system indicates that the system can realize secure and real-time monitoring of many vehicles and cargos securely with multi-regions, multi-ranks and multi-user, can suffice the monitoring of large-scale vehicles.
