中文摘要	According to the latest development of the complexity theory and complex system research fields, this paper introduces the theory of Complex Adaptive System and its modeling method. The integrated hydrologic-economic-environmental-institutional model of the Yellow River basin carries on a new explanation of the relation of macroscopical and microcosmic rules in river basin water resource model, and then describes the formative mechanism of the systemic complexity and the evolvement rule of water resources allocation system, using the quantitative analysis and calculations based on the latest modeling method. Combined with the relationship between water resources allocation in the Yellow River basin and the West Line of Water Transfer from South China to North China Project, a primary analysis and discussion about water resource allocation in the Yellow River basin in following 20 years is performed.
