中文摘要	The issue of technology standards has been put on the top of the Chinese government's agenda. This paper analyzes market failure and government failure in AVS (Audio and Video coding Standard) setting process, an important but less-explored issue. The approach adopted extensively is called policy process and instruments analysis framework, which combines theories of policy process and policy instruments. The study we have performed shows that it is important to coordinate markets with government in standards setting process for both market failure and government failure exist. In order to avoid some structural disequilibrium in standards setting process, redefining functions of markets and government is essential not only for Chinese government, but also for others.
