中文摘要	近年来,中国的环保投资①增长迅速,但依然处于投入不足状态,出现投资效率不高的现象,因此亟需深入研究环保投资的驱动因素,从而因势利导,以提高环保投资效率。现有研究环保投资的文献大多集中在分析经济发展和收入水平对其产生的影响,然而,学术界还很少关注环保机构能力、经济发展水平与环境保护投资之间的关系。实践者和研究者已经逐渐认识到环保机构的监管意愿以及机构能力对环保投资至关重要,但仅限于印象或定性层面。本文尝试把表征环保机构能力的相关变量引入分析框架,运用对政府机构的制度和经济分析的方法,采用中国统计年鉴和环境统计年鉴的相应数据,定量地研究环保机构能力对环保投资的影响,发现地方环保机构的人力资本越雄厚,对环保投资的力度越大;但能较好完成环境年鉴数据统计工作的地方环保机构,对环保投资的力度反而较弱——这说明地方环保局也许满足于完成国家规定任务,却缺乏自发追求环境卓越的动力。当然,和其他研究的发现一样,本研究再次证明了地方经济发展水平和产业界环保能力对环保投资都有很强的正贡献。; Institutional capacity of the environmental protection bureaus is usually ignored in the analysis of investments in environmental protection.Generally,researchers,especially those who are in the camp of environmental Kuznets Curve would attribute differences in the environmental investment to differences in the level of economic development and personal income.However,in developing countries,clear evidence has shown the will and capacity of environmental protection agencies are critical to investments in environmental protection.This article,based upon the statistical data and literature on institutional and economic analysis of government agency has verified the above observation.The article reveals that human capital owned by local environmental protection bureaus has a statistically significant and positive effect on monetary investment in environmental protection.However,regions that have a better capacity to fulfill the national requirements on environmental information collection and processing tend to invest less in environmental protection.A plausible explanation is that the indicator and evaluation system has been set up in a manner that does not encourage such regions to take voluntary actions to pursue environmental excellence.The conventional wisdom is proved to be true of another case,that is,the higher level of the local economic development and the better industrial protection of the local environment,the more environmental investment.
