中文摘要	生态补偿是环境管理领域的研究热点。本文结合笔者掌握的一些理论知识和实践情况对生态补偿的内涵、我国已经开展的生态补偿实质性工作、存在的不足和下一步应该怎么做进行了研究分析。 一、通过比较研究机构和政府部门对生态补偿概念的界定，及社会各界对生态补偿的实际需求，将生态补偿定义为以经济激励手段落实相关利益方的生态环境保护和恢复责任、促进生态环境质量改善的制度体系。 二、生态补偿责任的理论和实践分析表明，生态补偿工作的实质性进展体现为已经形成的各类相关法律制度和政策规范。这些制度规范按调整、规范的主要对象可分为环境资源要素管理和区域生态功能保护两类。未来的工作方向是形成要素管理与区域管理相结合的法律制度及政策规范体系。 三、生态补偿标准的理论和实践分析表明，生态系统服务价值评估等相关基础科研尚不足以支持建立完善的生态补偿标准核算方法体系，当前可行的办法是完善补偿标准协商机制，尽快建立明确不同核算方法和计价因子优先程度的技术指南和导则。 四、生态补偿试点实践和方案的分类研究表明，相关地区在探索明确生态补偿责任、选定生态补偿标准等方面均有一定进展，我国尽快建立健全要素管理与区域管理相结合的生态补偿制度体系。
英文摘要	Ecological compensation has become one of hot issues in environmental management. Some questions, the meanings and current substantial progress of ecological compensation, the deficiency of current studies and practices and understand what should be done next step, were studied in this thesis. First of all, the basic elements and characteristics of the concept of ecological compensation were analyzed based on the comparison of the definition of ecological compensation between research institutions and government and analysis of real social demand. The concept of ecological compensation was defined as the institution to improve the ecological environment and fulfill the responsibility of stakeholders to ecological environmental protection and ecological restoration by the method of economic incentives. Secondly, the analysis of theory and practices of responsibility to ecological compensation showed, substantial progress of ecological compensation was legislation and policy that have been enacted. These legislation and policy could be divided into two categories, based on the distinction of objectives that are element management of environmental resources and regional ecosystem functions protection. Setting up the legal system and policy that reflect the integration of element management and regional management was the direction of future work. Thirdly, the analysis of theory and practices of ecological compensation standard showed, the academic foundation of valuation of ecosystem services was not enough to support setting up the calculation method system of ecological compensation standard. Thus the improvement of negotiation mechanism to confirm ecological compensation standard was a feasible method. The technical guidelines to establishing different calculation methods and confirming the priority of pricing factors should be set up as soon as possible. Fourthly, the studies on the pilot cases of ecological compensation showed, the confirmation of responsibility of ecological compensation and definitude of ecological compensation standard in related areas have made progress. It was necessary to set up and perfect the ecological compensation mechanism with the integration of element management and regional management.
