中文摘要	长期以来，我国区域发展存在不平衡性，广东是我国的第一经济大省，但经济发展却也极不均衡，粤东西北地区经济、社会发展相对落后。为加快粤东西北地区的建设，各级政府制定了一系列政策，其中，汕头市均被定为粤东地区的区域性中心城市。为促进汕头市及周边城市的发展，亟需从不同角度综合把握汕头的城市辐射能力，研究中心城市汕头的辐射范围和辐射大小，深入探究影响其城市辐射能力的各个因素，有针对性的提高和改善城市综合辐射力，进一步提高汕头市的城市发展水平，发挥汕头的中心地位和带动作用，促进其在粤东区域经济、社会发展中的增长极作用，有利于加快把汕头市建设成为粤东地区经济中心，有利于引导粤东沿海城市空间布局的合理发展和空间经济的合理组织，对广东省及其他省份缩减两极差距，具有重要现实意义。 本文从区域经济学理论出发，采用层次分析方法对城市综合实力进行评估，选取与汕头相邻、行政级别一致且同属于粤东地区的汕头市、潮州市、揭阳市作为研究区域，分析区域性中心城市的辐射能力；并选取周边性区域中心城市广州市、厦门市、珠海市进行中心城市辐射能力横向比较，采用层次分析方法对城市综合实力进行评估。本文借助引力模型和断裂点模型，对汕头市的经济辐射效应进行宏观分析，分析汕头市近十年辐射力的动态变化，计算了汕头市与周边城市的经济联系量，划分汕头对周边区域的辐射范围，并与周边区域中心城市对比。研究结果表明，汕头不管是政策上还是综合实力都是研究区域的中心城市，但是汕头市的中心性不强，辐射能力较弱，辐射范围较小，主要是源于经济发展水平不高、经济总量不大、产业结构不尽合理、科技实力不强、对外开放程度不足等原因。因此，汕潮揭三市要加快发展，不仅要通过优化产业结构、加强科技创新、深化改革、扩大对外开放、打造汕头城市品牌、加强文化建设、做强经济总量等方式增强中心城市汕头市的辐射能力，而且应通过加强区域协调互补、优化辐射接纳体潮州市和揭阳市，共同促进区域协调发展。
英文摘要	There is a problem that the development of regional economy is extremely unbalanced in our country, for a long time. Guangdong Province is the first economic province in China. But the economic development is not balanced in Guangdong Province, too. The development of east and west of Guangdong Province is relatively backward in economic and social development. In order to accelerate the economic development of the backward areas, the governments at different levels establish a series of policies. In these policies, Shantou is set as the regional central city of the eastern region of Guangdong Province. In order to promote the development of Shantou and the surrounding cities, so it is essential to analyse radiation range of Shantou from different angles, and to compare the difference of radiant ability between these cities. By deeply exploring the factors to urban radiant ability, it can put forward some proposals to improving urban radiant ability. Further, it can enhance the city development level and driving roll of Shantou. It will make Shantou play an leading role of economic growth in development of the eastern region of Guangdong Province. It is in favor of guiding rational spatial distribution and economic organization of the coastal city of eastern Guangdong Province. So the research is important to narrow the widening gap between developed regions and backward areas. The paper is based on the regional economic theory, assess urban synthesis power by analytic hierarchy process and assess the comprehensive strength of the three adjacent border cities of Shantou, Chaozhou, Jieyang. Because the three cities are at the same administrative levels and located at the eastern region of Guangdong Province. Through horizontal comparison, we can obtain the differences of urban radiant ability among surrounding central cities of Guangzhou, Xiamen, Zhuhai and Shantou. This paper analyze radiation ability of Shantou, analyze dynamic variations of radiant ability in the past ten years, calculate economic connection quantity between Shan-Chao-Jie, devide the boundary of radiant ability from Shantou to surrounding cities, and compare with the surrounding central cities, based on gravity model and breaking point model. The results show that Shantou is the central city of the region, not only in policy but also in practice. But Shantou is relatively weak in urban centrality and urban radiant ability. The main causes are relatively low levels of economic development, economic output, scientific and technological capabilities, and opening up to the world. Therefore, it is necessary to take some measures to enhance urban radiant ability of central city, such as readjust and optimize industrial structures, strengthen scientific and technological innovation, further deepening reforms, open wider to the outside world, strength cultural construction, build the brand Shantou and improve the amount of economy. It also need to enhance regional coordination and complement-tation and optimize radiation acceptance of Chaozhou and Jieyang. In these ways, promote region of Shan-Chao-Jie economy development rapidly.
